Picture isn't very good, is there any doubling evident other than on the 7? This may be a repunched date and not a DDO. It was right around that time that the mint was transitioning from punching dates into the individual dies to having the date on the hub that made the die. If the date was not on the hub for the Philippines coin then it would just be a RPD. As much separation as I amseeing on that 7 I would expect significant doubling to be seen on other areas of the coin if it is truly a doubled die.
