Two questions:
1. Is it the image of the ruler on the coin or is it one of the attributed anonymous Folles?
2. Do you know of any online reference for Arabic countermarks on Byzantine base metal coinage?

The image is not of a ruler, as I said earlier it is attributed to a specific ruler though.
I have not done much research into Byzantine/Arabic coinage but I will check to see if I have anything and forward it onto to you if I do.

It's from Constantinople, time frame 1204-1261.

Don't know of any coinage from the Latin Empire which has been attributed specifically to a single ruler, but newer research might very well have been able to do just that. Aug Max you are so very close.
Medieval, You are correct in a sense that it's difficult to attribute these Latin ruler coins. However most have been attributed to one ruler throughout the entire period. Or at least the way I understand it.
If no one gets it on the next guess I will reveal who it is.
