It is Shapur I. Crown with earflaps is Shapur I. Crown with no earflaps is Shapur II. Sees to be a rule of thumb that holds up. I am sure there are exceptions out there but its still pretty reliable.

This is a great game to learn, so don't worry about not getting it the first time out. None of us are experts, me the least but it's still fun to guess and get use to seeing what these rulers looked like.
