According to the Chinese description, it is a "travel medal".

Both sides have the Chinese characters tian long (天e¾™), which translates as "heaven dragon", in the middle.

One side (your first image) says "Guangzhou City" at the top. At the bottom is an address and telephone number.

The other side says "Nanhai City" at the top with an address and telephone number at the bottom. This is a different phone number than your specimen.

This website says that it is a "game piece".

I found several websites that asked what this piece is. A common answer was "I don't know but I have one too."

Sorry but that is the best information I could find.
