Its from Serbia. Probably king Stefan Milutin (1282-1321)
Dante Alighieri in his book put Serbian king in one of the circles of hel as counterfeiter of coins. In that time (second half of 13 century) Venice blamed Serbia for forging their coins. Its not certain on with Serbian king Dante alluded. Serbian king used Venetian coins as role model because Venetian coins were famous back then in that part of Europe. (Everybody knew their value is stable).
Serbian coins from that period are not consider as counterfeits because they had clear inscription that they come from Serbia, but they where very similar to Venetians.
