okay so this is struck off center.. 15 to 20 degrees?
Seems there are a number of these sold on ebay.

Just do not know how to assign a number to it.. like a pcgs or KM or something like that.

Correct. Off center strike. These are random error coins and unless there is a site dedicated to off center strikes, I don't think you'll find an attribution listing. To be honest, I've never checked for a site like that, but do some investigating. You may find something.

Off center. Value? Maybe $10 in my opinion.

I'm not sure when they started shipping the coins in bins to the distribution sites. Probably bout 2001/2002. It is harder to find the new off centers when they don't fit into rolls. So the prices maybe higher on new coins when they are found.
