I voted yes because I understand that all quarters intended for circulation were silver. Now it could very well be that experimental clads were produced as test pieces so if that's the case then no would actually be the right answer.

I doubt there were any experimental clads. But my answer is still no. I will explain later.

Because of the coin shortage in 1964 caused by hoarding, after it was announced that this would be the last silver year, the mint continued to mint 1964 dated quarters into the year 1966. At the same time as they minted 1965 and 1966 clad quarters, Congress at the same time mandated that all these post dated quarters, must be made of 90% silver.

I am anticipating your answer.

We know it's dated 1964. We don't know it was minted in 1964, and you specified minted in 1964. So, the answer remains "maybe."

Ssuperdave got it, the question specified MINTED in 1964, The clad composition wasn't introduced until after May of 1965 so all the quarters minted in 1964 had to be made of silver. I admit I didn't consider the question carefully enough and I said No, thinking about the error 1964 quarters struck on clad planchets.

Even after looking at that link, I voted yes. There's no way to account for all possible errors, and the many possibilities behind those errors, and it's early in the morning so I just feel like voting yes anyway.
