Why don't you slow down, learn a bit about coins and then start looking ?
You're putting the cart before the horse just a tad.

We all made foolish purchases in the beginning and they served to teach us what not to buy. Easy does it. The more you learn the better buying decisions you'll make. Asking the community is a great way to start but experience is invaluable. Knowledge is power.

After seeing a lot of cleaned silver lately in person, the surface color makes me think cleaned, but a better picture would make it easier to tell.

Ah, hum....
Since when is a question posed 'too quickly?'

The coin in question looks Very Fine but the color needs further study.

That answers the OP. End of story.

Pictures look like scans which are good for showing details. Not the best for showing surfaces though. Best to avoid. Something better will show up. Patience is key

That is why I post here. Whenever I have a question on a coin I usually find the answers here, there must be very knowledgable coin enthusiasts.

Might be better to crop the image and have set your scanner to a higher dpi. I can't see the liberty but I am guessing around VF maybe old cleaning.

It's like Q. David Bowers has always said, "buy the book before you buy the coin".
