Looking through mint sets, is this odd Rhode Island P-Mint 25c...it's quite rough both sides...Obverse is filled with hundreds of raised dots..reverse is peppered with hundreds of tiny circular incuse "dots"...the strike is quite fresh, crisp, indicating perhaps an early die state, so, theories include bad dies, debris, struck through something, annealing issues, bad planchet, or?Interesting coin.

I have no idea how that coin came to be what it is ... hopeful for expert input.

I don't think it is coin marks, say, from being at the bottom of the bin, usually on those, there are larger reeding hits, which are easy to spot. Whatever contacted it reverse, you can see miniature scrape lines off many of the circular areas. The letters, reverse, and bridge, strangely, are blemish free, while the sails do have a handful of blemishes. On Obverse, everything looks like 150 grit sandpaper, letters, date, fields, and Washington, but, again, are RAISED..not a single incuse blemish Obverse...very weird! The coins I've seen with multiple contact marks usually look pretty much the same on both sides..not this one.

Raised dots on obverse and incused dots reverse plus mint set? Could rusted dies play a part? Thanks, Doug.

It DOES have that "rusted die" look, aka; Morgan's...how in heck could a modern coin suffer this would be interesting.
