Going through some RPM's I set aside. I am curious about the circular die scratches on the obverse. How does this occur and when during the minting process? EDS?

Those are called concentric die scratches on the outside edge of the die. They usually are great markers to ID RPMs with.

Thanks Coop, is this different from "Concentric Lathe Lines" or the same? These are not as dramatic as what I see on Error.ref. Just curious. Thanks again.

Probably not. As lathe lines are more consistent. Note how they are usually the same strength:

Note on the lines below the bust how they are not straight and flow over each other. This looks like a cleaning/polishing issue on the die that struck your coin.
