The 1947 is supposed to be solid nickel and not plated. Not too sure what happened to this one but it doesn't look like a planchet flaw to me. Perhaps the nickel corroding from inside out, if that's possible.
Sometimes there is a small air pocket in the planchette, when it is struck the heat produced from striking causes the air to expand, leaving a thin layer of steel, on your coin this layer has been worn through by circulation.
Do you know if the coin was found while metal detecting? I know that here in BC, the soil is very bad on our coins, I have a similar 5 cent piece with a larger hole. I dug it at Cultus Lake BC Last Year.
Is it possible for you to post a very detailed close up? Cultus Lake? I bet there are many more buried treasures around the lake. Perhaps even native treasures. Nice place to live.
I think this planchet may have been flawed before it was struck. It could have been a piece of slag or debris in the metal that may have worked its way out over the years or after being buried. IMO
