Because the 7070 leaves out a lot of the tough pieces. It doesn't have any of the 18th century types and leaves out several of the early 18th century types. Notice on the gold page it has the Coronet Liberty and 20th century type but none of the types before the Coronet Libertys.

And the $4 isn't there because it was a pattern not a coin.

Its fairly easy to find details grade $3 pieces for under $1000, but even problem $4 pieces go for a magnitude above that
