The T-I is roughly the same for both 104 and 111 - call it "I centered under right side of T" or something like that. O-111 has the E in STATES much lower than the T, and it'd be plain in these images.
The second star will be definitive anyway; that recutting is as obvious as it gets.
You may be right Dave, just hard to see enough detail to attribute it accurately. I don't see the recutting, but just noticed the rotation of it isn't right for the 111.
Def not a o.111, I am looking at mine and the space between your 1 and 9 of the date is much wider. Is it missing serifs on the upper left last E of STATES? If it has that and a dramatically recut second star it's an o.104.
