PMD. I have no idea how they do that, but it's PMD. If the die was really broken around the edge then the other side wouldn't get struck aroun the edge too because there's nothing to press down on the planchet.

Probably a vise job with wood or cloth to protect the obverse and a socket for the reverse.

I dont know where the other thread about this went to but I agree someone needs to melt that thing.
Titles are important for easy searching.
