When searching through ebay I noticed that commemorative coins that have been rolled fetch a higher price than those which are in a security bag. I understand that there is less movement in rolled coins which means better coins will be produced compared to those which are in a security bag, however how can one be certain that the entire roll contains commemoratives? Should I be investing in coin rolls or security bags if I plan to leave them unopened?

Another question - why do sellers charge a higher price for coin rolls that show the face of the commemorative on both sides, especially considering this does not verify the remaining coins in the roll are commemoratives, should I pay a higher price for this roll?

This is something that I have often wondered about, I have thought they are a bit of a mystery bag, If you open the roll to find out, Even it they are what they are expected to be, You have reduced the value of your initial investment with the opening of the roll

Rolls of coins can potentially contain the highest graded examples
and thus attract a premium and therefore you can potentially have
1 coin in the roll that can be worth more than what you paid for
the entire roll

Thanks Stevo, however do you think it is unnecessary to pay more for a roll that shows the commemorative design on both ends (tail/tail)?

Some rolls have been rolled by the Mint ie. 2014 Green Remembrance roll and 2014 Mob of Roos dollars. With security rolls you can never be completely sure they are all the same coins.
