Looks like a struck through. Note how it stops at the ends abruptly. Note how the bottom of the area is rounded a sign of a struck through. But probably not a premium coin. I've found a lot of proof coins with the struck through thread errors. Most of the time I noticed them and put them back into the roll. I save them it they are extremely long.
