I think it's push doubling: http://www.error-ref.com/push-doubling/

I see MD. The doubling is flat and shelf-like, and the size of the devices are reduced.

I guess a push is good as a nudge and a slide is the full run.
So I would agree

SPP,
OK, if so,
why not on the rest of the coin?
why only in the middle?
makes no real sense to me.
If I had shown u guys only the C, or the 9, or the 4, and not the rest, what would your verdict have been?

Do I understand correctly that it is possible for only part of one side to display this effect? In this case only the center area?

MDD as well ! for more help on why google search "Wexler's Coins and Die Varieties" excellent info on what is a true double die. MDD is very common on RCM coins of the 1935- 1945 period and found commonly on ten cent coins of Canada.
The coin posted here is not that uncommon, this MDD occurrence is also encountered on 1941 Newfoundland ten cents. Other Newfoundland coins found that have a similar appearance 1940 and 1941 cent and 1940 and 1941 five cents. Newfoundland five cents of 1940 and 1941 are also found with a re punched 4/4 in the date that is usually accompanied with severe obverse die clashing.
