I wouldn't open that can of worms that it is coins because it is a way to devalue it. Cleaning detection is hard, unless it is obvious but many think they can detect it. Many times there are things that cause a coin to look clean like it being carried in someone's pocket like people did with circulated coins or copper coins being left in the sun. Of course there are instances where it is obvious like systematic tool marks or a jewelery seller sends you coins that turned orange right before they sent them.
