If you must have them in plastic, I would go with NGC. PCGS is still in a pretty steep learning curve for non-USA coinage. Also, except in Australia (where PCGS is very popular for some reason), if a non-USA coin is in plastic, NGC graded coins are preferred by world collectors.
As has already been stated, the UK and Germany are still particularly anti-slab, but China, Russia, India, and Brazil come to mind as locations that are starting to readily accept and offer USA-based
TPG graded/authenticated coins.
Unless there's a really good reason to have them slabbed, I'd probably either personally leave them raw, or only pick out the particularly exceptional among the 100 and submit maybe 20 or so instead. Unless the coins are valued at $300 or more, the trade off of putting a $30+ piece of plastic around the coin is pretty minimal.
