If the other side is the same, I'd assume it's a "generic" token, which could have been used pretty much anywhere, for any number of purposes.

Looks to be more of a old game counter/piece. As Sap said if both side are the same

Back side is blank. Most likely came from the Pittsburgh PA area as I have train/street car tokens from there and was from my Dads coin collection.
