Why hasn't this been sent to a TPG for gradibg/authentication? Is it not real?

That is more than likely a Daniel Carr overstrike. I have one of his 1975 quarters. Neat coins.
The mintage is right around what DC does on his issues.

so, it's a fake half, since there were no kennedys in 1963, or is this considered a fantasy piece?

I consider it a fake, like people selling morgans with dates on them before the mint started producing them
