Ok, 2 question's;

1) How can you tell double dies on proofs when they are struck more then once?

2) How do you determine if in fact there is doubling on INCUSE devices?

I don't know the answer to your first question but, I am pretty sure that incuse device doubling would look the opposite of regular, raised device doubled dies in that they would become narrower. Take a look at the incuse EPU on this 2011-P DDR here: http://coppercoins.com/lincoln/dies...ie_state=eds

Hub doubling on the die will enlarge the devices. They will show as an larger device from normal or something there that is normally not there.

Sometimes you see flat field doubling on proof coins. {when the dies move slightly) But the doubled die will still be present.

But most the time the doubling is seen by the sread on the hubbing of the dies:

With the proof you can also find machine damage on the coins:

Machine damage on the raised devices a reduces the size of the device. Usually removing part of the upper part of the devices.

But on incuse devices hub doubling actually reduces the size of these devices.

While enlarging the raised devices:

These are all on the reverse or a 2013P-1DR-002 coin.
While machine damage enlarges incuse devices:

The State parks series show the most often incuse devices that are enlarged by machine damage, but I don't have an image that I can find right now. There are on the outside devices in the circle around the center:

Note on the die, the devices on this series is raised:

So when the dies move the slightest, it enlarges those devices sunken into the design. Hope this helps?

Remember that the hub doubling shows on the die (negative) and put on the coins (positives). So the second strike does not created a doubled die. The doubling is on the die.
