PF-69 and PF-70 are incredibly hard to grade by the naked eye. Some dinks can be almost microscopic, so it's honestly hard to tell.

You might score a 70 but at PCGS it's not likely. They have graded about 10,000 1996 proof ASEs and less than 13% of them were 70s. The Numismatist published a formula to apply to coins being TPG. Cut-off values for submitting and such. It would be interesting to apply it to your coin, I'll check it later and let you know.

NGC is known to hand out more 70s than PCGS, that's for sure. Conversely NGC certified 70s tend to sell for less in marketplace. Can you see any flaws at all with a 5X glass? If it looks perfect then, and only then, is it worth sending in anywhere. So here's the formula from this month's issue of The Numismatist. Maybe we can run some numbers later. Quote: T=G, iff CG>RP and CG+1<=RP Translated into English, it states that terminal point (T) is the highest grade (G) for an issue, where the total cost of acquisition plus certification fees (C) is higher than the price it's likely to realize when offered on the market (realized price, or RP). The second inequality is simply a test to make sure the grade in question really is the highest grade that meets the criterion for terminal point .We encourage you to try out this formula on coins you collect. We bet you'll start seeing terminal points everywhere. And if you collect American Silver Eagles, you'll really want to read next month's column!*

A quick perusal comes up with 725, PF70 1996 ASE out of 14996 graded PF60 and above from NGC PCGS has 1290 PF70 1996 ASE out of 9962 ASE's graded PF60 and above. Hmmm.........

About 10 years ago Don Willis said we're missing a huge market by not assigning 70s so things changed. They got a lot of NGC 70s in for crossover I'm sure. In 1996 PCGS would not have had a 1% 70 rate. Anyway, PCGS is still tougher if you look at the overall numbers. It used to be NGC was liberal with the 70 but that's tightened up a bit over the years.
