It was actually issued as a "commemorative peace coin." The peace treaty that officially ended WWI was signed by the U.S. in 1921 (the armistice that ended hostilities was signed in 1918). The Peace dollars entered circulation in January of 1922, beginning with the just over 1 million silver dollars minted in December 1921.
