If you can please provide sharper pictures/scans.
I am sure there is enough to make out the legend, but not based on these pictures.

Reverse appears to be of the "emperor holding labarum and victory" type. I'd recommend searching on Vcoins for those two terms (labarum and victory). It may narrow the search.

I feel confident in saying that your coin is reverse type RESTITV-TOR REIP which leaves Jovian, Valens, and Valentinian I as possible emperors. The bust style supports all three.

Jovian has only one issue and is from Arles and rated R5.

I feel safe in ruling out Valens just by counting obverse digits to the left of the emperor's head ( I see 8 or 9).

Deductive reasoning leads me to think that this is most likely Valentinian I, with the slight possibility that you stumbled across that one Jovian rarity

Here is an example of the type from Valentinian I for you to compare the obverse legend as I can't make out the actual letters from the picture
