First, the stem of the left leaf is fairly thin, way thinner than it should be. Second, the very bottom of the base of the main branch is not lifted up, it looks lowered. Does this look like it would be a weak strike, or is it something else?
Over polished reverse die... you also see this in 1965 1-cent coins too...
