I'm going to say Machine Doubling. It looks shelf like to me.

Note the "O" in ONE. See how the overall size is reduced in that area. A sure sign of machine damaged. Here is a side by side of each:
1994-DDR?

A side point: The 1994 coins were from the single squeeze process. So hub doubling on these are usually confined to the center of the design, or slight above center. I've yet to see the devices near the rim affected by rim affected with hub doubling like you would find on dies before the single squeeze process.
