I picked this up today and I comes with a piece of paper that attributes it to the rill cove wreck and lists it as a 1618 mexico 4 real. can I have some advice as to authenticity and how to get it certified?

The cob looks reasonable to me. I'd suggest looking over Daniel Sedwick's old auctions for values and comparison photos. This 4R cob is from the same period but in better condition

I cannot make out a date on your cob, but there appears to be a fragment of the assayer's initial F (below the M mintmark to the left of the shield). This would date the coin to 1618 or earlier, the estimated timing of the Rill Cove wreck.
