Looks VF+, maybe a 30. Is it really blue?

Gorgeous! Capped Bust quarters are rare. I'm no Capped Bust expert but I'll say at least EF-40.

I am terrible at distinguishing colors. I guess my picture does look blue. Had my wife (the self declared color expert)look at the coin and she said it looks charcoal gray with a slight hint of blue in areas.

I would say vf30 as well...can't really tell if it has been cleaned or not.

Looks cleaned probably a VF30 maybe a bit higher, but not EF40.
