Yes, I'd say it looks cleaned.

I've said it before and I'll say it again. It's my opinion that ALL large cents have been cleaned at least once. This one seems to have retoned nicely.
I'd be more concerned about the multiple rim bumps than the tone myself but I'm a stickler for rim bumps.
I'll say EF-40 sharpness but net grade it down to VF-35 because of the bumps. This is die variety N-14 in my opinion which is very common.
My grade and attribution is 1853 N-14 R.1 40/35.

It looks like one of those coins that might have been accidently cleaned and if it was cleaned it definitely wasn't rubbed.

I always think that large cents that are orange in color have been cleaned but this can also occur other ways like sitting in the sun. Soaking a large cent in distilled water is considered cleaning but market acceptable. I bought four large cents from a jewelry store on ebay, when the got here they were orange in color but weren't like that in the picture. It appeared that they were stuck in a jewelery cleaner but someone at the jewelery store. They refunded me though. Nice XF/AU details though and plenty on ebay would be interested in it.
