Do the small marks on the reverse mean it's been wire brushed or otherwise cleaned?

My first impression s that I see hairlines on both sides. UNC details, sorry, but maybe I'm wrong....hopefully.

It looks like someone felt the need to clean something off that coin. Other than the scratches it's in good condition. I like the die crack on the reverse.
