This coin has actually been talked about before. If I remember right it is a known mint assisted error and did not happen in the normal minting process.

It IS possible to ceate a hardened steel penny die, hubbed off a penny coin.
Anyone with access to a reasonable machine shop and the necessary skill could do it. That is the process that mints use, except that they use master dies.
After that, all you need then is a genuine nickel blank, et voila!

Oh, yes! Ask $200 grand + for it on the 'Bay.

Who is the seller?

The biggest selling point they missed is that it is slabbed as a die cap. But I agree it is mint assisted. It would not fit into the collar and was struck broadstruck. There are other examples.

Not only will they not fit into the collar, they also will not pass through the press feeding equipment.
