First; I am NOT a pro.

But, it looks like a high psi strike on tired dies to me.

Still a very nice coin.

The Real Pros will chime in shortly though.

That is machine damaging at it's worst. It raise the devices. above the normal devices. Kind of like a crashing blow from die movement. I've seen this before on proof coins:
