Really hard to tell from the pic if those spots are on the coin or the plastic.

No way of telling what it looks like inside the plastic. It'll probably be in a grade range which requires high-res professional images to grade; I'm sure not trying to offer a coin MS/PF69 via an image unless that image is at least 1500 pixels in diameter and sharply focused.

With these coins, grade doesn't really matter. They are bullion coins, they were meant to be a way for the "everyman" to invest in precious metals. The value of these coins were meant to be tied to the price of silver. They have however, also become a cheap and plentiful way for the "everyman" to get into coin collecting.

All that being said, some years command more of a premium far above the spot price of silver. Unless the coin is a MS70 or even perhaps a MS69, the cost of grading will far out weigh any premium commanded by a lesser grade. From your pics, this does not look like a higher grade coin. It is a 1996 though, which is the "key" date in bullion Eagles. So it still should command a good premium
