Looks about EF40 to me and the toning is definitely not natural but it may not be intentional either. It could be a result of improper storage conditions.

To my conservative eye I'll say EF-40 I won't comment on cleanimg though, I don't usually like toners but this one ai t bad, probably from an album.

You don't see many circulated Morgans toned like that because circulated Morgans don't tone like that. The only way to do this is artificial.
