Good Morning, Please see attachment. Page 1 is Obverse ? Page 2 Reverse ?

I have inherited a set of 13 of these. They are aprox 1 and 9/16 '' in diameter and appear to be made of silver. Any information you could help me with as to what they are I would really appreciate.
