This just looks interesting (top of the 9) - only thing I can think of is a die chip. Is it? or what?

You are correct that is a die chip and in a fairly common location.

Yep, its a die chip. In it's location this is a pretty common error.

I can see very easily how a die chip shows up in the center of a number or mint mark - the "post" breaks off, so the area is filled. The majority of this chip is on the nine itself which means a deeper part of the die would have some kind of scrape. Am I correct? And then there is the "tail" into the center of the 9. I am just having difficulty envisioning how that happens?

Keep in mind these are just random chunks breaking off the die, and local weakness in the die metal is as much a culprit as the extra pressure of the strike around devices. So a little weirdness in shape isn't out of the question.
