I think it's Uncirculated but certainly not the prettiest one in the litter. 1939-P needs to be FSB to grab much attention.

It's certainly more arguable in the detail images.

Looks like this will need a decent Bath in acetone to try and remove the PVC.
Hopefully it hasn't eaten into the coin yet.

it's completely up to you, but maybe a quick silver dip will
bring her back to life. I feel she's UNC. but not fULL BANDS.

carbon spotting will probably hurt it. dipping, done w/out proper experience will ruin the coin further. Why not just buy an FSB MS66 already in a holder and crack it out?
