The mark on the "W" on WE looks like coin contact from circulation. The motto was thicker that year. That is why a lot of the next year (1982) was confused as doubled dies, but it is normal.

On the 1982 large date DDO you can see it and I have a normal one with a side by side of the 1982P-1DO-002:
