I'm trying to figure out what is going on with "in god we trust", it is not flat and it does exactly look like the smear effect that you sometimes see around that area. I remember someone saying something about the thickness in the devices meaning doubled but I'm not sure. probably, but I also checked other 1982 quarters and don't see this.

To me it looks like a very thin layer of grease in the die on the motto. This thin layer will prevent the deepest devices to form. Thus the smaller tops of the devices are missing leaving the devices looking wider. The taper to the top of the devices are missing.

It is always nice to know for sure. Notice the low profile of the motto. That is the first clue.
