Anyone know what this coin is, my initial thoughts pointed towards Vatican City?

Yes, technically, the name of the country which issued this coin was the Papal States - the Vatican City did not formally exist until after the treaty between the Pope and Mussolini in 1929. To find them in the 19th century Krause, look under Italian States -> Papal States.
