I needed to learn this myself so I did a little reading. Seems like these reverses concern the proofs of 1939 and 40.
The 1939 normally has the reverse of 1938, which are wavy, ill defined steps. So, the rarity to look for would be sharp, straight, strong, steps. On business strikes, though, both types are common.
The 1940 proof normally has the reverse of 1940, which is strong, straight, etc. steps. The rarity to look for on this one would be the wavy, ill defined steps of 1938. On business strikes, no 1938 reverse is known.
