Is there a cameo or is this a satin proof? Does it look like a normal circulation strike?

Either some kid needed some change, and got into some collection, or it was theft related. I've heard of rumors of thieves spending proof coins.

Often when a dealer busts up proof sets they will spend the low end or problem pieces because they are too difficult to sell and don't bring enough to make it worth the trouble.
