A few years ago I researched this very concern only to find that the only documentation about the view of Miss Liberty came from some Virginian delegates. Virginia incorporates a simular version of Liberty on their state flag. Bare breasted and all. The leaders at the time of the redesign made several public comments in the Richmond newspapers. For many years, several versions of Lady Liberty were seen in all her glory on currency.

There are still rumors among the coin community that McNeil himself wanted the coin to reflect his original designs, which had Lady Liberty covered.

ND and Catman,
I am definitely not trying to argue this point. The research I did today is the extent of the research I had done on this series. What the two of you are saying makes a lot more sense.

In poking around further, I am seeing a lot of references to the Type I design not being what was originally intended. It would make sense though for someone along the line (probably someone who had a lot of these to sell) to add the notoriety of covering the bare breast for moral issues though. Bet those stories really perked up interest in the series (and sales).

I have a friend who wrote the main reference book on Standing Liberty quarters. J.H. Cline. I learned that piece of trivia from him. If you study a high grade you will see the wooden texture on either side of Miss Liberty. I believe he is correct. However I have been unable to find any kind of a reference to hat part of the design.
