While your pictures aren't very sharp, It looks like true doubling to me.

Remember these devices are incuse on the parks quarter on the outside edge area. The hub doubling on these will be reduced and the machine damaged coins (die movement) will show as enlarged. Just the opposite of raised devices.

So that is machine damage
(some call it doubling, but I call it what it is, damaged. The devices are reduced on raised devices and enlarged on incuse devices.)

Here are some images I just prepared for the incuse devices on a quarter sitting on my desk.

Now how the same raised letters from the die made two impressions on the coin. Incuse devices get larger with machine damage.
