What does he mean in the description about the serial number?

Looks okay to me. He means that the serial number is in the mid range of all the 100s printed on that block. Nothing special

What he is referring to is that this bill's serial is the lowest observed for 1934 Atlanta LGS $100 FRN's. My book indicates that the lowest serial number observed for the Atlanta district is F00051405A and the highest is F00202766A. This puts this bill's serial well below the lowest known, according to my Scharwtz and Lindquist book.
