I was just looking at Heritage's web site. This coin is listed as a total mintage of 483. PCGS certified = 344. NGC certified = 385. 729 certified by the 2 major services...246 more than were minted. Wow. It makes me wonder how "goofie" some of the other population totals add up for rarities.

That's the result of "cracking out". Owners try for a higher grade on their coin so they remove it from the slab and resubmit. Sometimes they do this multiple times. They pay for the service each time. On a high-end coin like the $50 Pan-Pac, that fee is a pittance.
