Ok normally I say Cud but it looks like I could peel it off of course I'mnot going to but since it is peeling would it be lamination instead of Cud? any premium?

I can't really tell but looks like a lamination. Have you checked Cuds on coins?

I just did I didn't know that site but now I do. Thank you . It wasn't on there and yeah IDK cause it seems to fill up the space between the rim and the bust which says to me extra metal being a Cud. But then like I said it looks like I can peel it off so that says lamination to me. so confusing.

It looks like a blanking burr which get folded over during rimming and then struck down. IMO

It looks like a scrap that got struck onto the coin. It wraps around the edges.

As a blanking die becomes worn it leaves a finning along the edge of the freshly punched blank, this finning gets folded over onto the bare face of the coin during the rimming process and then the die strikes it. I have seen these on some Canadian coins as well and I believe that is certainly one of the explanations for this. just my opinion
As for premium not much and to only the right collector, its just not a biggy.
