I had this coin posted in the grading section, had the image as my screen background and saw the teeth marks on the obverse biting into the rim near the denticles at say 1 O'Clock. So the rim is a lot fatter on one side (7:30) than the other. For a Proof Like coin, I would say that there must have been something off in the collar to have the die strike the planchet off centre.
What I am seeing is a correctly spaced planchet and no collar problems. Rather what I see is a case of sever doubling of the 1 o'clock denticles---this area rode up and caught the rim area to give that elongated denticle look. I see a lot of coin rattling around from 1 o'clock to 7 and no rim damage 8 to 12. This denticle doubling is supported by all the other doubling in the legends.
