Near the MM, almost looks like he has another bow in his hair. Is it a Cud or something different?

Could be a die chip. Cuds involve part of the rim.

It may be been over polished in that area. The die that struck your coin is in the LDS-VLDS range. (note the die flow/polishing lines SW of the face.) There are is close clash that might affect that area and might have been the reason for the polishing:

I would rule out a die chip as this is not ragged in shape.

Its cool,its a keep.

I do not think it has anything to do with Over Polishing at all. Its a break in the Die or Over sized Die Chip.
